The Power Drawback: Noticeable should be doing a validation check & become greyed out when the power in question is either Instant, Concentration or Sustained. Powers with any of those three durations are automatically 'noticeable'.

To play Devil's Advocate, page 18 points out that Noticeable effects could become Obvious, c.f. the guy who flies with the roar of jet engines heard blocks away.
