I was looking into HLO and I'm not understanding what it is. Is it just an online character sheet holder?

In our case, we are playing Starfinder. We own the books and PDFs.

It appears we need to purchase the books again? Does this link to Paizo and provide a discount, we've already purchased them on discount for Roll20.

We also need to pay monthly to access these books, ~$5 for the players but ~$25 for the GM? This is where I get confused... what am I getting as a DM?

Does this replace Roll20?

HLO is a full character generator, not just character sheet tracking but complete rules support. For example, it handles the full effects of polymorph-type spells, including adjusting various stats and adding/suppressing abilities, and it calculates all the stats of derived sub-characters like familiars and mechanic drones. It also has support for a combat tracker that can pull in a full library of bestiary stats and use live character sheets as a data source for the stats in the tracker (including the effects of spell buffs on individual sheets, etc). Since it's licensed content rather than OGL, it also includes the full unredacted text for everything, which makes it really useful as a reference, both for things already on character sheets and for general looking up things by name.

Also, I think you're wildly miscalculating the pricing. It's $5 per 4 months (or $15/year, effectively $1.25/mo) for an Apprentice subscription or $50/year ($4.16/mo) for Patron. A Patron account can create campaigns that share any purchased content with other accounts that have a character in that campaign, where Apprentice is the minimum level to get access.

Ah ok, that makes a price difference.

Unfortunately, as much as it would be nice, we have the books/PDFs, characters stored in Dropbox, and have paid for access on Roll20 as a VTT, so we were looking for more than just an online sheet.

Thank you.
