You can also just create a bunch of NPCs and use them. I have created a bunch of Fighter NPCs and put them on the user content repository. My hope is to create a set of NPCs from level 1-20 for each class. But it will take time.

Chiefweasel, you may want to look into stock portfolios yourself - the stock portfolios mechanism is designed to make the sort of NPC collection you're talking about easier to manage.
