Power Points per Level?

I'm trying to create the Kalashtar race, because it doesn't appear to be in the community created content at the moment.

I'm having trouble figuring out how to code the script to add a power point per character level... I haven't even been able to track down the identifier I would use for adding power points. Anybody have any idea of where to find it? Or even better, know how to code this script?
