HLO content discount

Is there a discount and if so how much, for PDFs already purchased on Paizo. For example I own the PDF copy of Starfinder Alien Archive 1, however my friend who does not is saying they are seeing the HLO content license listed as $12.99 USD, which is the same as I'm seeing on my end.
