After a closer look at the pic, it seems that GW has once again featured an illegal army in the pages of White Dwarf by adding an illegal heavy weapon to the Heavy Weapons Platoon. Nonetheless, as Harkan has already stated, the files go by the rules. If a picture or army is featured in White Dwarf or online is illegal acording to the rules then that does not change it's legality. It is still illegal and you will get a validation error if you try to recreate the list with AB.
