I am not affiliated with Skirmisher Publishing in any way, but they are doing a Kickstarter for a deluxe City Builder.

I have owned this forever it seems like in the first two editions, and it has been an invaluable resource for making my cities seem alive. I highly recommend it.
It has funded, and they are doing well on it. The add-ons are going to be awesome. I backed at the $80 level, but there are much cheaper options if you are on a tight budget. You can download their sample of the premium edition they are funding from DTRPG if you'd like to see the quality of the material.
