Custom Cloak Question

I want to create a standard Cloak of Protection that has the added property of conveying Freedom of Movement on the wearer.

I can't quite seem to suss out the proper way to to do this on the editor.

As far as I know if you look at the Ring of Freedom of Movement it should show you the tags and bootstrap to add to the cloak.
