How to enable an option once a stat reaches a set number

I'm sure this is a simple question for some of you experienced developers, but I have not found any answers by searching the forum or reading the authoring documentation.

I have a stat called 'str'. The user can distribute 'points' to various stats (strength, stamina and so on). I have the functionality working where the user can distribute the allotted points. Now what I would like to do is when the 'str' stat reaches '4' I would like to enable the ability 'Brute Strength' and when they reach '6' enable 'Strong Arms'. I was planning on displaying this to the user using options. What would be the best way to address this?

Even if someone could point me in the right direction, that would be great!
