How I change the toughness save bonus ? I can change fortitud, reflex and will but not toughness. And how I can make trade-off of Power Limits between Attack and Save Difficult?
 
Toughness cannot be directly modified. You have to buy powers or Advantages to raise your toughness. It's a core element of the rules. :)

The 'Trade-off' will be calculated automatically.

For example, if you have a PL 10 character, and you buy Protection 12 (assuming a base Toughness of +0) you'll find a set up up-down arrows next to the Toughness total, indicated a trade off has been made. If you try to buy your Defense higher than 8 an error message will be displayed at the top of the character sheet, showing that you have violated the tradeoff parameters.
 
Toughness can be directly modified if you are a Construct with a 0 CON score. :) But yeah, other than that it's Protection, Constitution, Defensive Roll, Force Field, and maybe Tough (if you have the UP pack).
 
Don't sweat it. Even Green Ronin forgot in some of their builds, as you can see if you read the errata threads on the Atomic Think Tank.
 
Yeah, toughness not being directly effected (minus constructs) it sort of a big thing--like super strength not really effecting damage bonuses. Sort of takes you out of the game a bit, but I like it. Keeps things reasonable. And if you've seen the alternative (MURPG), you'd be glad for it.
