Overriding Base Rules

I've questions regarding base rules..

1) I want to globally override the rule that says young characters cannot any class except NPC classes. I cannot find

2) I want to create class Archetypes for NPC Classes, but when I do they dont have a category listing. I thought the class heading was automatically generated when archetypes are added.

3) I'd like to have hero labs throw an error if a young character takes any class beyond a certain class level.
