Why not just have a snippet with teh names of the actors relevant one way or the other for that topic.

Say:
Dark Dank Woods:
some snippets about the woods.
People that one can meet in the woods:
- Gallagha (lives in the wood)
- Priscilla (spends her free time here)
- Bob the Sponge (barkeeper from nearby Mulearse - goes here hoping to get a glimpse of Priscilla)

All the other attempts seems to me to be very cumbersome and non-intuitive - but each to his own.

This is what I do in Locations and Scenes in my Paranoia realm.

I hide the Relationship Pane most of the time.
