Check whether you've used > or >=, too. If the overall template itself has a level, just take that into account in the target you're using. If the Bloodline Level templates I suggested are the problem, then use Classes.? - Classes.Race - Classes.Template + Classes.tmBL? (I haven't tested the last item, so be ready to play with that one to get it working).
