Do you have any rules citations one way or the other?

Personally, I'd say no. Normal commlink mods like a sim module have an essence cost when added to a cyberware commlink, but there's no rules one way or the other on how the device modification rules interact with cyberware.

Since the device modification rules (which are what allow modules to be added to commlinks) seem to be describing the character opening up the device and wiring in an extra box, that suggests to me that they shouldn't be allowed for cyberware. The cyberware commlink would probably be entirely internal, so you'd need to open up your skull to get at it to wire in a box - and even if you said it could be wired into the datajack and still count as part of the commlink, that would mean you've got wires and electronics hanging off the side of your head all the time.

Some find the odd string of cables strange, to others they are a fashion statement. :-)
