Where is the Skeleton System?

Maybe I'm just daft, but where do I find the files to edit the sample system?

I've found where the profiles are and I've found the folder with kit in it which basically has a link to the wiki, and I see that there is a great wealth of information on how to modify the files that I've yet to actually find.

Develop -> Create new Game System, enter data including folder name and it will be in the Hero Lab data folder inside the folder you named.

Is the very first option in the Develop menu, Enable Data File Debugging, turned on?
