Can I create an army list that doesn't fit the "rules"?

I'd like to create an army list for Flames of War that doesn't adhere to the lists published, to fit in with campaign scenarios.

I want to create an army that uses elements from the entire book, specifically an early war German army based on a reduced Light Panzer Company, but with more infantry, infantry guns, anti-tank guns and such like that are not normally allowed in the Light Panzer Company.

Does that make sense? I hope so

Is there any way to do this?
