Sorry for missing your question until now. If you mean "templates" like in 3rd edition, they don't really exist - in 4e, those would probably be implemented as a new race, or perhaps as some feats that you can take that give you new powers.
To implement those in Hero Lab, you can use the integrated editor, which can be launched from the Tools menu. |

Those are for adding to Monsters only. So you could add the template and change the monster from the base ie infected zombies (from the open grave). They do not have templates for characters.
