Fighter Weapon Spec and Weapon focus

Fighter Weapon specialization (which works with the fighter class choice for your talent) and weapon focus should stack in benifit plus at level 11 the weapon fcous should increase to +2. From what I can find the weapon focus feat is working fine correct amounts at each level and giving the proper bonus I think that the Fighter Weap Spec is not workign at all and is not giving the bonus to damage that it should.
