Need help with feat

I'm playing a multi-class caster and trying to add the feat practice spellcaster.
it adds a +4 to your caster lvl, not exceeding your HD. i'd really like to add this feat to the list so can use it. but not sure how to proceed or really create the feat.

any suggestions or advice?
