Um... I'm not sure what the problem is. You can download the PROGRAM Armybuilder from www.wolflair.com(demoversion). After you installed AB you can locate&import armyfiles, among them Warhammer 40k, 2 versions. I did that, no problem. I just got into BFG and I find using AB to be a lot easier than dealing with the rulebooks. There's an introduction to BFG being held this weekend at a local store and I wanted to have an army list prepped so I could get some intro games in. Guess I'll have to rely on doing it by hand.
