EMP pistol

I’ve looked high and low and I cannot find the EMP pistol anywhere in HL. I have Iron Gods checked as well as the Technology Guide, and guns are set to emerging. What am I missing?

Most of the way down in the settings is "Equipment, Weapons & Armor to Show". Do you have anything checked in that? The "Hide High-Tech Items" setting would also hide guns like that one.
