At present it is not possible to format neither the section headings nor the sub-section headings in a topic.

It would be nice to be able to do this.

One usage could be to make the background in all snippets in a sub-section including the heading the same colour so as to make that part stand out or differentiate from other parts of the snippet.

There are probably something I haven't considered that makes this impractical or even impossible.
