Is this available for Hero Lab in D20? From the poking around that I have done it seems that the Complete Psionics is available but I have not been able to find any info on the expanded psionics book.

The d20 files only contain content that is in the SRD (http://www.d20srd.org/). Users have added many non-SRD things. Check this thread for some details:
