I really want a 4e builder support before I run a game. Does this have that ability? What do I need to download to do so?

What exactly do you mean by 4e builder support? If you mean, does it allow you to create and advance D&D 4e characters, yes that's its purpose.
Just be aware its not as complete, nor as correct as it could be; its not directly supported by LW, and is a community project that is no longer heavily supported, so there's some real problems in places. |

You can download the Hero Lab software for free (unlimited) trial, and download the 4e material so that you can see what it does. You just won't be able to save or print any characters you make. This should give you an excellent idea of how Hl works and what you can do with it.
If you want to know more, you may need to ask more specific questions. |

I don't think that works; as I recall the 4e files require the Authoring Kit to operate.

I didn't realise that until now - yes, 4th Ed uses the Authoring Kit. You may still be able to run in Demo mode though. (I have files created for another system with the Authoring Kit, which I can use in Demo mode. I haven't bought the kit myself.)
