M&M 3rd ed. Alternate Form Bugged?

I try adding an alternate form to my character, but it won't let me change the power ranks of the ability or anything in the alternate form. Am I doing something wrong?

What exactly are you trying to do? I believe the ranks of Alternate Form are based on what powers you add; in 3E, you don't buy ranks of Alternate Form so much as you find out how many ranks you have based on what you bought.
