Why is Treasure vault not have a purchase option without the viewer Vault?

Looking through the choices for additional content, and Treasure Vault does not have an entry without the Viewer Vault add on. Is this on purpose?

It seems that the new book Rage of Elements is the same way. How do I purchase the Character Generator aspect without the Viewer Vault premium?

You can't. The model for HLO since the vault launched is for all content to include a vault package. When we have been able to purchase without, I think it's only because the vault content wasn't available when the book went on sale. It's been a contentious decision.

Yep, seeing that in another thread. This sucks. Time to look into those free apps for PF2 character generators.
