A friend of mine is playing in a mythic campaign (Wrath of the Righteous AP), and the DM has allowed him to take a flying chupacabra as an animal companion. How would I get it added to the animal companion list, and make it modifiable per the animal companion rules?

You will need to custom create the creature using the editor. I would recommend doing a "New Copy" vs an existing animal companion to get an idea how to setup a new one.
I would recommend reading the Glossary of Terms for the Editor. Then check out FAQ#2 for all the places to learn about the editor including YouTube videos.
