The main question is how do I do it?

How do I design a unit from the ground up?

The main answer is: You need to read the documentation for AB Creator. I have never seen "How do I?" questions answered on any of the forums for AB.

Also, the latest AB3.1 data file contains the IA3 data as options for the Tau. Update your AB, then select "Allow Imperial Armor" in the Army settings.

Due to their nature, the rules for IA need to be selected rather than automatically included. Just use the button that resembles the clipboard with a checkmark in it, select roster options and then make sure that Imperial Armor has a checkmark in it's box.
