(M&M 3e) Alt Form

Alt Form should have 3 options to choose from on Activation Cost; Free, Move and Standard instead of just two; Move and Standard. Taliesin on the ATT boards has used the Free choice in his Emma Frost build as he says at the bottom "If it’s a free action to activate, there’s no modifier. "
I understand ye can do this through Multiple Effects and AE's off of it but it would be nice for those that don't know ye can do as such.
