The Lord of Change should be able to take Bolt of Change or Twisting Path at no additional points cost, per p. 23 of Codex: CSM (3rd printing):

Quote:

...select any one psychic power from the Chaos Armoury at no cost.

While the powers mentioned above are in the "Gifts of Tzeentch" section of the chaos armoury, they are still in the chaos armoury.
