Is there any way to add more snippets that have the numbers next to them? I've added them all and none of them look the same as when you create an event. Also, is there no way to change the names next to the numbers? Been fiddling around with it with not much luck. Thanks in advance for the help!

Those are not snippets, they are Sections. Click the tools button in a section header (just follow the solid line all the way to the right side) and you'll see an option to add a new section above or below. You can even nest sections within each other to form a hierarchical structure, such as 1.1. and 1.2. etc.

As for changing the names of sections, that depends. If you add custom sections as described above, you are free to edit those as an edit box will appear for them. The sections you are seeing get their names from the category (in this case, Incident). You have two choices here:

1) You can either modify the category structure by going to the Manage tab in the ribbon bar, choosing Categories, then choosing the category you want to modify and the section within. You can freely modify the name here and it will change the name for EVERY topic based on that category. So you only have to do it once. Neat huh? This is best if you want all of the topics based on a given category to be structure the same way.

2) You can remove sections you don't want by deleting them from their tools menu, then adding your own custom sections named as you like. However, you'll need to do this for each and every topic you make based on the category. So it is best to only use this approach when you want a special structure for just a handful of topics in a category.
