I can accept that (especially in the case fo the Master of the Ravenwing, who *is* quite definately a special character unless in a Ravenwing army). But the Master of the Deathwing is never listed as a special character anywhere, merely as a required HQ for a Deathwing army. I do think it works better to have him as a separate HQ entry from the regular Master of the Deathwing (I assume it would cause trouble to change the command squad from tactical to Terminator when the HQ char is 'upgraded' to Master of the Deathwing.) I just don't think he is a special character within the meaning of the act (IE, you have to get your opponent's permission to use him). Since it's a trivial workaround to put him in a non-deathwing army (just turn on special characters and only use him), I won't be disappointed with lack of urgency to change it.
