I once had a GM that made the mistake of letting me have a big VPP. Talk about a scenario killer. He couldn't get away with anything.

Well, those sort of mechanics are usually best used for broad powers that are still constrained; animal shapeshifters, mimics, non-tactical gadgetteers and so on. But its like the gig with a lot of abilities in supers games; to be able to do the non-problematic things, you kind of need the tools to do the problematic ones, too. There's a reason you've had things in Hero like the Stop Signs and the like since all the way back to 4th Edition.
