M&M 3rd ed. Insubstantial needing 'extra ranks' option

As it says in the topic, Insubstantial doesn't have the Extra Ranks option that was given to a bunch of powers for when ye turn it into an Attack.

(Made a 'ghost' character that could force others into being Insub to take them out of a fight for a bit)

I checked with GR on this, and for powers like Insubstantial and Morph with a fixed number of ranks, they don't like the idea of doing this, in case it has nasty side-effects. I recommend taking it up with them on the official forums if you want to pursue this further.
