Curious as to others organizational thoughts on generic NPCs like Merchants, Outlaws, Thugs, etc. Do you put them under People, or Hazards/Creatures?

I'm feel they need a creature-type entry -but think I would like them organized under a "Generic NPC" container under people

I know I can create a duplicate creature category and move it to the People family for something like this but I'm curious as to other people's philosophies.

If they are things you treat as possible enemies I put them in Hazards. If you want a bunch of pre created people ready for use that you assign to places as needed I'd put them in a cast list and then reassign as needed.
