Help with the editor. Enchanting a staff.

I am trying to add the domineering enchantment to my staff of mithral might in the editor but everytime I save and equip the item I am getting a -5 untyped penalty to just about everything. The enchantment is supposed to add -2 to diplomacy when equipped but thats it.

The enchantment is supposed to add a -5 to everything only when you have 2 or more runeforged items in your inventory, which my character does not.

I have to do it in the editor because the staff itself is not able to have an enchantment added via the create custom weapon or magic item selections.

I know it should be a simple thing to do but the -5 thing keeps happening.

Any help would be appreciated.
