Mind Shield bug?

When I toggle Mind Shield on it is not adding to the character's Will save. That seems like a bug to me but perhaps its due to Mind Shield being vs. Mental Effects only?

That's exactly it. We can't add the bonus to the will saves because it
only applies to certain types of saves, not all of them.
