Eldar Striking Scorpion Exarch

I've been trying to find where the code to allow the biting blade and scorpion's claw to both be selected is. I've looked through the Eldar data file and the general data file but I can't seem to find where to control the settings to allow me to change the default setting of the scorpion chainsword and the shuriken pistol to allow me to "unselect" both of these items to allow me to grant access to the biting blade and scorpion's claw at the same time.
