You can sorta do this, but it would be very difficult and would only affect the names and descriptions of things displayed in the program. All the UI elements, validation messages, and notify scripts would remain in their original English.
Basically, you'd need to add amendthings to a script for each name and description you want to alter in the program, probably running from a mechanic you make. I could go into more detail, but I will hold off until you indicate you're willing to tackle something like this despite its drawbacks.
