I don't know how likely it is for Lone Wolf to do it, but I can walk you through how to change it on your side with relative ease.
1) Duplicate Power Element "peAffDeg3" and give it a new ID
2) Edit the Tag Expression and add "| thingid.conDying" into the list.
3) Do the same for "peAddDeg3a"
4) Duplicate Power "pwAfflict" and give it a new ID.
5) Go to its Gizmo / Bootstraps and replace the two 3rd Degree entries with the ids you created in steps 1 and 3.
6) Put "pwAfflict" in your Replaces Thing Id.
Bit of advice, when testing initially (or maybe even afterwards), give the power a unique name, or at least something like "Affliction v2". That will help you remember which one you have in there, and might save you some trouble. Also, the game will save the new power in the character files, so removing that file will invalidate any builds that use it.
There may be an easier way to just replace the Power Elements, but I am unaware of such.
