If you have the Mythic Hero's Handbook enabled, that is one of the optional rules available.
"Control + K" will open up the configure the hero window.
On my Hero Lab, those mythic options are available (under Legendary Games) about 2/3 of the way down.
The box "inherent mythic bonuses" causes the behavior you're seeing (a +1 inherent bonus per tier) which replaces the default +2 per even tier.
If you don't have the Legendary Games material, or it's not active, then that is indeed a big bug.
