We create forums for new game systems if the author of that game system requests it - otherwise you'd end up with a forum that people posted in and didn't get replies to, which wouldn't make anyone happy.
If you have questions about the Dystopian Wars (or other game system) data files, you can get in touch with the author via the Help menu. If you'd like a forum, please bring that up with the author too, and have him get in touch with me here if he wants to get a forum for that game system set up.
