Are you sure the book is approved for that character?

On the Navigate Character panel on the left-hand side, in the Character group, Settings section, make sure that Lost Omens Character Guide is turned on - if you created this character before purchasing the Lost Omens Character Guide, it might not have gotten turned on automatically.
