Seems to me that new content is just that. Something that's paid for and provided to those that want it. It's NOT a fix to anything and isn't part of an upgrade....it's simply data. In addition, why would I pay for more partially provided content? I already do that with Starfinder. Where's the starship builder? The encounter builder? Those are things that would be appropriate for a patch or upgrade, NOT just simple data.
