You'd have to recode the dataset files for those tabs. If you're talking about one of the HL Classic official datasets (i.e., built/sold by Lone Wolf), you can't since source code isn't available (except Savage Worlds). If it's SW or one of the "user projects", you could probably move them to the other tab if you have an understanding of how the tab files are set up (portals, templates. etc.) but the next time you update that game system, your changes would get over written. I haven't used HL Online but since there's no editor or 3rd party developer resources, I doubt you can change it either.
