Snippets are a non-concern. The restriction would only apply to TOP level content elements (topics, articles, plots, and journals). Sub-elements of those could be readily created by players once they are assigned ownership. So once a topic or article is assigned to a player, the player can go to town adding content to it.
One thing we have largely in place is the ability for GMs and players to message each other freely. Once that's in place fully, players will be able to make requests of the GM easily. And a Quick Create operation by the GM, followed by an ownership assignment, should get things sorted out quickly for the player.
