You might want to look at the half-elf variants from the Sword Coast Adventurer's Guide (COM_5ePack_SCAG - Races.user) in the Community pack. This might be more simplified than you want, but it might start your thinking process.
Based on what I'm reading about the upcoming Tasha's Cauldron book, this will probably something the community winds up tackling, so if you make some headway please share your experiences back.
