Character Advancement: Add New Skill Specialisation is only available for skills bought at chargen.
(Noticed on char already in advancement, tested with Armorer skill on Covert Ops Specialist. Can add spec if skill is subbed in during chargen, canīt if adding first skill then spec after.)
