I figured out the problem, at least for me. I had downloaded a file from
http://www.d20pfsrd.com/extras/commu...tions/hero-lab, specifically PFRPG_PC_CampaignSettingLanguages.user. Even when it wasn't selected as an option, it still removed Common from the list of options.
