Ummm no you don't. You can just exclude by Deity Category and its really easy to generate such a thing in a script. That's how for Eberron you can just turn off all the deities except Eberron ones including custom ones. No way did I manually enter every single deity ever done in HL!
Just FYI this question has been asked and answered dozens of times on this board.
HERE is a post I did two years ago with a example script even.
This is on my to-do list to add an adjustment to the community stuff that can do this for others. That should make it very easy to setup custom deity lists.
